Oracle delivers

Historically, Liverpool City Council's Human Resource & Payroll Service was made up of a number of fragmented departments each working independently and with little scope or opportunity to share best practice.

The fresh approach brought about by the joint venture allowed the team to completely re-think payroll and pension provision and to look at ways in which technology could deliver cost savings or service improvements. 

One of the key changes which have come to underpin the whole Payroll & Pension service is the introduction of the Oracle system.

Oracle was fully implemented in March 2003 and quickly made a huge impact. Previously all human resource and payroll information for employees was stored across a number of databases.

Implementation of the Oracle system brought together this data from all sources into a uniformed and manageable format.

Payroll Service

Payroll service imageThe Payroll Service provides a comprehensive managed payroll and pension service to public and private sector organisations, across Merseyside and beyond.  

We have pioneered some of the most technologically advanced and innovative means of contact with our customers and we currently support over 23,000 payroll and pension members from areas as diverse as construction, schools, social care, regeneration and leisure.

A dedicated service centre is also available for customers requiring additional support. Our Customer Advisors are experienced in an extensive range of payroll and pension issues and our aim is to resolve over 90% of all enquiries at first point of contact. Call response time consistently exceeds the contractual target.

Our Payroll Service model is one of self service and self help. An integrated human resource and payroll system provides manager and employee self service functionality and offers an electronic data interchange with the Inland Revenue. 

Employees can access pay details and personal information online, and input exceptional pay claims and mileage claims directly to the system for authorisation by their manager. With the press of a button, the claim can be approved and payment is made on the due date.

A web-enabled service provides up-to-date information and advice to all customers. Availability of online payroll and pension information is 24 hours a day, all year round. This web service receives over 300,000 hits per month.

An experienced team of payroll and pension specialists provide weekly and monthly payroll services including customised pay advices, enhanced pay elements, and advice and support to managers across all payroll and pension related functions.

Use of our expertise has led to:

  • One large organisation seeing late payroll submissions reduce from 4,000 per month to less than 50. 
  • Savings of £40,000 per annum being realised through the introduction of online pay slips.
  • Management information from the integrated system providing effective and timely analysis of staff related costs.
